We introduce the complex Liouville string, a solvable string theory defined by coupling two Liouville theories with complex conjugate central charges <a:math xmlns:a="http://www.w3.org/1998/Math/MathML" display="inline"><a:mrow><a:mi>c</a:mi><a:mo>∈</a:mo><a:mn>13</a:mn><a:mo>+</a:mo><a:mi>i</a:mi><a:mi mathvariant="double-struck">R</a:mi></a:mrow></a:math> on the world sheet. We compute its amplitudes from first principles and establish a duality with a double-scaled two-matrix integral. We also analyze general world sheet boundaries and nonperturbative effects in the genus expansion. By expressing the complex Liouville string as a 2D dilaton gravity theory with a sine potential, we show that it admits both <d:math xmlns:d="http://www.w3.org/1998/Math/MathML" display="inline"><d:mrow><d:msub><d:mrow><d:mi>AdS</d:mi></d:mrow><d:mrow><d:mn>2</d:mn></d:mrow></d:msub></d:mrow></d:math> and <f:math xmlns:f="http://www.w3.org/1998/Math/MathML" display="inline"><f:mrow><f:msub><f:mrow><f:mi>dS</f:mi></f:mrow><f:mrow><f:mn>2</f:mn></f:mrow></f:msub></f:mrow></f:math> vacua.
