This paper synthesizes the Consequence-Based Integrity Framework (C-BIF) with a conceptual system architecture hypothesis on student Critical Thinking (CT) Generative AI (GenAI) interaction. C-BIF mandates a fundamental shift in educational assessment from measuring rote knowledge (the 20% easily outsourced to AI) to assessing strategic judgment, risk mitigation, and ethical accountability (the 80% of non-redundant human value, or The Accountability Layer). The framework’s justification is supported by a cognitive model rationale demonstrating how high architectural pressure restores critical thinking. The core problem is not the widespread, passive use of AI for homework, but the institutional failure to assess knowledge ownership. Consequently, Cognitive Offloading is merely a symptom of the student's failure to internalize required knowledge—it is a symptom, not the core problem. Key Hypotheses from the Cognitive Model Rationale:Low-Context Density/Low-Turns Per Chat (Low-CD/Low-TPC) interaction leads to maximum cognitive offloading, resulting in a low Error Detection Rate (EDR) (~35%). The architectural pressure of High-CD/High-TPC interaction forces the Studying Worker's CT restoration through active debugging of the LLM's context. This system demand restores CT to near-human baseline levels (EDR of a projected ~83%). This rationale justifies a necessary institutional restructuring: the Teaching Worker (T.W.) must transition from a Master of Push (enforcing content) to a Master of Pull (assessing strategic application and ethical risk management). The singular mechanism for this verification is the Consequence-Readiness Question (Qcritical). The reliance on AI at the lower EDR level, while rationally efficient for simple tasks, is an unacceptable systemic risk for preparing youth for the high-stakes professional domain. The Integrity Commitment Checklist is elevated as the primary tool for this strategic assessment, ensuring the student remains the final arbiter of integrity and accountable system steward.
