This chapter introduces the core question of the book, namely: ‘Under what conditions do governments become committed to and capable of delivering development?’ It critiques what has been the dominant response to this question within international development since the late twentieth century, which has been to focus primarily on the role of institutions, and argues for a stronger focus on the politics and power relations that shape how institutions emerge and function. The chapter introduces the key puzzles with which the book wrestles, including why some countries grow faster and why some governments deliver higher-quality services than others. It identifies the key gaps in the literature that the volume seems to address and introduces the structure and content of the book.
