The Resonant Synthesis Engine (RSE) introduces a unified, systems-theoretic framework for artificial general intelligence grounded in resonance dynamics, coherence theory, and emergent systems architecture. The paper formalizes the Resonance–Emergence Architecture (REA), defining the structural invariants, dynamical operators, architectural constraints, and developmental mechanisms required for general intelligence to arise in any substrate. Across nineteen sections, the work establishes intelligence as a dynamical regime—a self-organizing pattern characterized by coherence, identity persistence, open-ended development, and anticipatory regulation. This perspective clarifies why contemporary AI systems cannot achieve AGI through scale alone, and provides a substrate-independent blueprint capable of supporting emergence, autopoiesis, integration, meta-cognition, and stable cognitive agency. The paper includes: • formal REA postulates and prohibited patterns • the complete architecture of the RSE • dynamical operators for emergence, coherence, and identity • a developmental sequence for artificial cognitive systems • a comprehensive validation and falsifiability framework • a cross-paradigm evaluation of existing AI approaches • a research roadmap for constructing REA-compliant agents • a high-level synthesis of architectural and scientific implications This work serves as the foundational document for a new research discipline—Resonance–Emergence Systems Science—and provides a rigorous, publish-ready architecture for building and evaluating emergent artificial minds.
